VLS-TS validation impossible: no "regulatory reference"

normally eport talent (at leas that was the case for me few years ago) you do not have to validate the visa as it is not a VLS-TS for a year, but it was 3 months valid with an instruction on the visa that I have to the prefecture directly within 3 months of my arrival with the proper docs to create my TDS ...
Not sure if this still exists or it has changed, but I would suggest you the prefecture for that ... and mainly as you are on eport talent, your sponsor employer should help you with that as you have to submit tons of documents that are related to your employer.
 
this is a long stay visa, only valid for 3 months as you have to apply for port talent residency within these 3 months... usually everything is through ANEF these days, but it could slightly differ from one prefecture to the other .... you should be able to see, create your ANEF and check whether you can apply for residency there or you are asked to the prefecture.
 
I dont know the process of applying french social security online....any help?
No you can't apply online, you have to do it on paper and apply yourself not your employer (he can help you but it is your responsibility not his) ....
You can't apply until you have your residence permit issued, however you are covered (given you are on port talent and being employed so I assume you fall in the employee qualifiee category) so any medical expenses, keep the feuille de soin that will be given to you by the service provider until you finish all and have your SS number then you fill the number and send to the AM to get reimbursed.
You will need to fill a form, and back in the time we had to provide several things: your entry visa and stamp showing the date you entered , contract, 3 payslips (probably you will have those by the time you have your permit card, if not provide what you have), translated birth certificate and the original, RIB and recent utility bill in your name .....
You send all this and wait for about 2 months where you will hear from them probably asking for more documents that you should provide then all should be ok... painful and lengthy but if you have all the documents it should go smooth .... I am not sure they need all these docs now or the process has been simplified and I also do not know if you still need to wait for your permit to be issued or you can start with the entry visa and the receipt of putting the demand for the card ....
you can start the process with the receipt, by the time they will you asking for the real permit, you should have it or at least the 'decision favorable' ....
